Of all the questions that came up concerning the purchase price, perhaps the most difficult was that of computing the original cost of a working year, mentioned in division 2 of article 1. Some said that this meant the actual amount used in a working year; but the government considered that it was to be interpreted as the original outlays which the lines had made in actual operation. Consequently, the expenses of such lines as had opened in the middle of the year had to be calculated according to the number of days or months' that they had actually been in running order.2 The dates of the nationalization and the purchase prices of the respective companies are shown in Table 3 of the Appendix. From this it can be seen how quickly the execution of the plan proceeded and what relation the purchase price bore to the original capital.
